By Obama remaining quiet it is the same as giving a stand down order as the President is the only person who can authorize US forces to cross a sovereign country's border. That would apply to forces outside Libya. Someone else could have given the stand down order to the 4 troops in Tripoli.

On July 1, some student loan rates are set to double from 3.4 % to 6.8 %. Sen Warren is pushing legislation that reduces the level to 0.75 %, the same rates big banks receive from the Federal Reserve. I would hope Americans would call their sens & reps to support this & house bill.
