Hawaii didn't become a state until 1959. Obtaining a birth certificate in 1961 Hawaii was easy. "Anyone" could simply fill out the state's form, write anything in the blanks then have it witnessed by "anyone". "No verification" of any sort was required. All you had to do was mail it in.
